On April 7, the Ministry of Industry and Information Technology issued a notice on the revision of the\"Regulations on the Administration of New Energy Vehicle Manufacturing Enterprises and Product Access\" (Draft for Comment). The revision of the access management regulations further lowered the barriers to entry for new energy vehicle manufacturers and products.Since the implementation of the\"Access Regulations\" in 2017, the capabilities of new energy vehicle production enterprises have been continuously improved, and the product quality and safety level have been effectively improved. China's new energy vehicle industry has made positive progress. With the development and changes of the situation at home and abroad, in order to better adapt to the development needs of China's new energy vehicle industry, further relax the entry barriers, stimulate market vitality, strengthen the supervision after the event, and promote the high-quality development of China's new energy vehicle industry Some provisions of the Access Regulations were revised.The main modifications are:(1) Delete the requirements for\"design and development capabilities\" for the application of new energy vehicle production enterprises. In order to better stimulate the vitality of enterprises, give full play to the market's decisive role in the allocation of resources, and give new energy vehicle manufacturers greater development space, delete Article 5 and the relevant requirements in Annexes such as\"Entry Review Requirements for New Energy Vehicle Manufacturers\" \ Relevant content of\"design and development capabilities\" reduces the entry threshold for enterprises. At the same time, strengthen the requirements for the consistency of production and after-sales service guarantee capabilities of enterprises.(2) Adjust the time for new energy vehicle production enterprises to stop production from 12 months to 24 months. Article 34, paragraph 3 of the\"Administrative Measures for Access to Motor Vehicle Production Enterprises and Products\" (Order No. 50 of the Ministry of Industry and Information Technology) stipulates that if a production enterprise cannot maintain normal production and operation for two consecutive years, special announcement is required. The requirements for special announcements made by new energy vehicle manufacturers in the\"Access Regulations\" shall be consistent with them.(3) Delete the provisional provisions concerning the transition period for new energy vehicle manufacturers applying for access. The temporary provisions of the transition period mainly apply to new energy vehicle manufacturers and products that have been granted access before the implementation of the\"Access Regulations\", and require them to comply with the relevant transitional regulations from July 1, 2017 to June 30, 2019. The transition period is now over.(4) Delete the newly-built pure electric vehicle passenger car production enterprises should also meet the provisions of the\"New Pure Electric Passenger Car Management Regulations\". The Development and Reform Commission has implemented the\"Automotive Industry Investment Management Regulations\" in 2019. New pure electric passenger car investment projects must comply with this regulation, and the\"New Pure Electric Passenger Car Management Regulations\" will no longer apply.At the same time, according to the modification of the above clauses, the\"Decision (Draft for Comment)\" makes corresponding amendments to some of the annexes of the\"Access Regulations\".The following is the original text
